Dubai Police officer Major Bader Ahmed J. Al Zafeen has made history as the first Emirati to receive the prestigious Kaanib ng Bayan Award under the 2024 Presidential Awards for Filipino Individuals and Organizations Overseas (PAFIOO). The award, conferred by President Ferdinand R. Marcos Jr. at a ceremony in Malacañan Palace on December 11, 2024, highlights Major Bader’s exceptional efforts in aiding the Filipino community in Dubai.
Major Bader was one of only 13 awardees selected from 84 nominations across 27 countries, submitted through 41 Philippine Foreign Service Posts. He received the Gawad ng Pangulo Medal from President Marcos and a Plaque of Recognition from Dante Francis M. Ang II, Chairperson of the Commission on Filipinos Overseas (CFO), which oversees the awards.
The recognition underscores Major Bader’s significant contributions, particularly his DNA initiative, which facilitated the repatriation of 118 undocumented Filipino children from Dubai between 2021 and 2023. His efforts enabled these children to access education and experience a stable childhood. Collaborating with various UAE government agencies, Major Bader ensured the free provision of DNA testing and exit passes, easing the burden on the families involved.
The Kaanib ng Bayan Award honors foreign individuals and organizations that champion the welfare of Filipinos overseas or contribute significantly to the progress of the Philippines. Major Bader’s achievement reflects the importance of global partnerships and the shared commitment to uplifting vulnerable communities.
